Dr Rajat Bhargava

Dr Rajat Bhargava (born August 10th 1964) is currently working as the Special Chief Secretary to the Government, Revenue (Excise, Registration & Stamps) Department and Tourism, Culture, Museum & Archaeological Department. He is also the Director General of the Culture Commission and chairman of Breweries Corporation. Government of Andhra Pradesh, in India. He worked earlier as Special Chief Secretary to the Government, Industries & Commerce Department. Dr. Bhargava is a 1990-batch Indian Administrative Service (IAS) Officer of Andhra Pradesh.

During his career as an IAS officer, Dr Bhargava served in various capacities for the Indian and Andhra Pradesh Governments, including in the Economic Affairs Department and Water Resources Department, including as MD of the flagship program in “Namami Gange” (Clean Ganga Programme) and as Chairman of Small Savings Institute of India. He has also served on boards of various Corporations/boards including the Board of Indian & Canara Bank. He has represented India in various international forums like the IMF, World Bank, etc.,

Early Life and Family

Dr Rajat Bhargava was born into a highly educated middle-class family. His father, Late Raj Kishore Bhargava S/o Late Nawal Kishore Bhargava (May 26th 1939 — 2001), was an alumnus of the prestigious Roorkee University (erstwhile Thomson College and now IIT Roorkee). His mother, Late Mridula Bhargava D/o Late Harihar Lal Bhargava (September 13th 1942 – 1999), was an erudite scholar who reached unassailable heights in her academic career. A double MA in English followed her MA (Sanskrit). She topped it with a B.Ed, M.E.D, and a Post Graduate in Journalism. She was the President of the Lions Club and a Social Worker of repute. An educationist who not only headed a school but ran several philanthropic activities.

The Elder of the two siblings, Dr Bhargava, has a younger sister Dr Ritu Sabharval B.D.S (KGMC west) BDS, MDS orthodontist) married to Dr Brij Sabharval, BDS (MAMC) MDS (KGMC Lho) orthodontist, President of Delhi. Dental Council and President Indian Implantologist Association.

Dr Bhargava is married to Ms Pramila Hingorani Bhargava (MSc, MBA, LLB) IRS, an extraordinary civil servant and active Child Labour activist. Ms Pramila has authored several books on child Labour and management.

They have a bright daughter, Dr Shreya, BDS, MBA, presently working with a Government of India PSU as a Class-I Officer. Dr Shreya is an innovator and an exceptional social activist. 

 Education

Born in Lucknow, Dr Bhargava was schooled at the St.Francis College, Lucknow, India, and passed out from the prestigious Indian School of Mines, Dhanbad (now IIT Dhanbad), from where he did his M.S.Tech (in App. Geology). After that, Dr Bhargava completed his MBA(Finance), LLB, MPA, and M.Phil. Dr. Bhargava excelled in the field of Waste Management in the early 90s and was among the country’s first to acquire a Ph.D. in Waste Management.

Dr Bhargava has been a regular mentor and contributed to research in various sectors, including patenting a hopper cum bin for crushers in 1992.

After passing out from ISM (IIT, Dhanbad), he was selected through a Campus interview in MECON as Asst. Design Engineer (Environmental Engineering) for its newly set up Environmental Engineering division, and he was instrumental in installing Electrostatic precipitation at Bokaro, Durgapur, Rourkela, Salem, and Bhilai Steel Plants.  

Subsequently, he joined NABARD for a month and left to join ONGC as Exploration Geologist. He worked in Bombay High (Offshore) Mehsana, Kalol and Ahmadabad during his stint there.

Dr Bhargava got into Civil Services and was allotted to Railways (IRTS). After that, he got into IPS and IAS on his third attempt.

He joined for a brief period in IRTS and was trained in RSC Vadodara, Guard Training School, Chandausi, and on-the-field training.

Subsequently, he joined IAS in 1990.

On the other side of the coin, Dr.Rajat Bhargava is an ex-pat author in Finance. He published several books amidst  ‘A to Z of Financial Management in Autonomous Institutions have gained huge publicity.
